In a not too distant future, the world has suffered a major natural disaster, sweeping away the world as we have known it. From this a new world society has emerged. The populations of earth have been split into small nation states. People live in places called "condoffs," large buildings of combined condominiums and offices. It is a society controlled by drugs, technology, and techniques of fear.
A small few at the top are beyond this control but they are closely linked, and controlled, by a superior exterior force. It is a well-ordered society where freedoms have vanished. Outside of these controlled complexes there are industrial areas in which people provide the resources for those in the condoffs. The jobs are menial but necessary. These people are controlled in a different way, but are effectively ignorant of what goes on in the controlled world. From the chaos of this new world, one man emerges to challenge the system and, in the process, wreaks havoc that brings hope for change.
