      A monster is loose in Houston, Texas. A serial killer, dubbed the Beast, is devouring parts of his victims while they are still alive, then murdering them. The victims are carefully chosen according to the dictates of a crazed preacher on the Internet. Joe Bihm, a policeman who has given up on life and his career, is forced once again to use the talents that once propelled him to the top of his field. Houston is being torn apart and only a burned-out policeman can stop the maniac in his quest for supreme power. A powerful and rich man given to shocking lusts and deviations, the Beast feels he is unstoppable. Joe travels from the ghettos to the homes of the rich and famous, defying politicians and crooked cops, using any means at his disposal to halt the repulsive Houston Beast.
