  When Caleb Williamson, a career officer with the Central Intelligence Agency, disappears, agents are left wondering whether he is a spy who has defected or the victim of a crime. Meanwhile, Williamson's friend at the FBI, agent Tyler Bannister, is trying to catch an extortionist who has threatened to unleash a biological poison.

As Bannister manages to solve the extortion case, he becomes smitten with a beautiful young woman at the FBI Academy. His life is complicated further when his CIA friend Williamson turns up dead alongside the corpses of two women. Investigators learn that the three victims were killed at different times, and Bannister is assigned to a task force to identify what looks to be a cunning serial killer.

It becomes evident that the killer has set his sights on Bannister's new love interest, and the FBI agent becomes obsessed with finding the murderer before he strikes again. He must cope with overwhelming guilt and failure when a fourth body is revealed.
