On a dig where the Sídhe, or faerie race, were thought to have originated, an elderly archeologist has discovered one of their two great staves of power. The artifact has been taken for authentication to a museum in the multi-layered city of Cloudview, but before it can be examined fully, thieves steal the ancient staff and disappear into the wilds of the vast Park that comprises the 13th level of the metropolis.

While on a routine reconnaissance mission in the Parks immense forest region, sylvan-elf scout Kestrel Greenleaf encounters a curious enchantment drifting on the wind. She follows the trail of magic back to the realm of the Faerie Queen, where she witnesses a powerful surge of energy that can only have come from one source.

With the help of a brave young Sentinel and a High Wizard from Greylok, as well as two physically mismatched agents from the Incantation Enforcement Agency, Kestrel embarks on an adventure that takes them all deep into the wilderness on a quest to stop the Faerie Queen before her destructive magic grows beyond their control.
